TOKYO — The Justice Ministry's Immigration Bureau on Thursday launched a "departure order system" in which foreigners overstaying their visas in Japan are ordered deported but are not taken into custody by immigration officials.
The departure order system allows overstayers to turn themselves in to the authorities and immediately leave the country "voluntarily" in exchange for lighter punishment — a one-year ban on reentry instead of a five-year ban. Under the previous system, immigration offices took overstayers into custody at detention facilities and carried out investigations. (Kyodo News)
