PARIS - The French prime minister expressed concern Sunday that police at Paris' leading airport lost track of a traveler's bag in which plastic explosives had been placed as part of a sniffer dog training exercise.
Jean-Pierre Raffarin responded to an incident at Charles de Gaulle airport Friday in which police misplaced luggage containing the puttylike explosives used in a test of security procedures. The explosive material could have made it onto a flight, officials said.
"The fight against terrorism and insecurity is a priority for the government," Raffarin's office said in a statement, "but he made clear his concern in the face of the way the training for explosives searches was conducted at Roissy Charles de Gaulle."
"He insisted that such practices are undertaken in a way that strictly guarantees the respect of the private life of passengers," the statement said.
There was little risk of detonation because the plastic would require special triggers to be set off, a police spokesman told The Associated Press Saturday.
However, Raffarin said the procedure was "susceptible to making the relevant passenger run a risk in the eyes of foreign authorities when arriving in the destination country."
Airport police deliberately placed a bag containing 100 to 150 grams of plastic explosives into a passenger's luggage early Friday evening, the spokesman said. The luggage was lost on a conveyor belt carrying bags through a restricted area from check-in to planes.
Police didn't know the bag's destination and quickly alerted the relevant airlines that one of up to 90 planes that left Paris Friday evening could be carrying the explosives.
Planes were searched upon arrival in Los Angeles and New York, U.S. officials said.

Explosives search on Air France jet

AUTHORITIES searched an Air France airliner at Los Angeles International Airport early today for explosives that disappeared during a French police training exercise at an airport outside Paris, officials said.
No explosives were found on Flight 70, which arrived late yesterday after a flight from Charles de Gaulle Airport.
Three other airliners that had left Charles de Gaulle were searched at New York City's John F Kennedy International, said Transportation Security Administration spokeswoman Nora Brewer.
French military police had been using the explosive material to train dogs to detect bombs, but they lost track of a piece of luggage containing an unspecified type and amount of explosive, authorities said.
The 362 passengers and crew members on Flight 70 were evacuated and screened.
